Slideshow: Number of Discouraged Workers

I find it interesting that this chart is so volatile. This tells me that these people are finding work. How could they be finding work if, according to the Department of Labor, they "aren't looking." The answer is that they are looking and they should be included with the unemployed and the unemployment rate.
